Through this background information and the information present in the article, it can be inferred that this article is focused not only on the security breach but the responsibility that falls to the government to prevent it. It is also generally ethnocentric, considering the three American's behind it and slightly points fingers at China, but is not uninformed in doing so. Additionally, it is addressed that it can not be certainly known where the attack even came from due to the high possibility of a proxy. This acknowledgement is in a way a direct acknowledgement of the bias in blaming China.
I think that the values of an American written article on a cyber attack on America is naturally going to have a degree of influence. However, all bases are covered in this article so its cultural bias only shines through partially, and Chinese officials are quoted, giving them an opportunity to speak.
